Von Balkonkraftwerken bis zu Geothermie – Potsdam wird erneuerbar

Annalena Baerbock: Die Energiewende in Potsdam nimmt Fahrt auf. Wir werden unabhängig von fossilen Energien, mit einer sicheren, sauberen und günstigen Energieversorgung.

Potsdam hat sich auf den Weg gemacht, die Energiewende umzusetzen. Davon haben sich die Brandenburger Bundestagsabgeordnete Annalena Baerbock, die direkt gewählte Potsdamer Landtagsabgeordnete Marie Schäffer und der Vorsitzende des Ausschusses für Klima, Umwelt und Mobilität in der Potsdamer Stadtverordnetenversammlung Andreas Walter (alle B90/Grüne) am Montag ein Bild gemacht.  An der positiven Entwicklung in der Landeshauptstadt wie auch in ganz Brandenburg haben die Bündnisgrünen einen erheblichen Anteil.

„Die Energiewende ist ein gesamtgesellschaftliches Vorhaben, zu dem alle beitragen können. Von den Energieproduzenten, über lokale Stadtwerke und Wohnungsunternehmen, bis hin zu den Bürgerinnen und Bürgern selber. Die Energiewende Potsdam nimmt Fahrt auf.“, sagt die Brandenburger Bundestagsabgeordnete Annalena Baerbock nach mehreren Stationen in der Landeshauptstadt. Die Bundespolitikerin stellt klar: „Unser Ziel ist eine dauerhaft sichere, saubere und günstige Energieversorgung, wir werden in der Zukunft unabhängig von fossilen Energien sein. Dafür lohnt sich jede Anstrengung.“

Am Montagmorgen konnte Baerbock bei einem Besuch in einem Privathaushalt in Babelsberg, welcher bereits ein sogenanntes „Balkonkraftwerk“ nutzt, ein Bündel positive Nachrichten mitbringen. „Wir werden die Nutzung von Balkonkraftwerken vereinfachen und die Bürokratie entschlacken“ kündigte die Grünenpolitikerin an.  Es sollen unter anderem die Vorschriften zur Genehmigung deutlich vereinfacht werden. Die Anlagen könnten dann ohne die Hilfe von Fachkräften eigenständig angeschlossen werden. Bislang brauchte man dafür einen Elektrofachbetrieb. Auch solle die Aufnahme von Steckersolargeräten, so der Fachbegriff, in den Katalog privilegierter Maßnahmen im Wohnungseigentumsgesetz (WEG) sowie in das Bürgerliche Gesetzbuch (BGB) aufgenommen werden.  Dadurch erhalten Wohnungseigentümerinnen und -eigentümer und Mietende einen Anspruch auf Zustimmung der Vermieter für den Betrieb. „Balkonkraftwerke sind eine gute Chance für Mieter, an der Energiewende zu partizipieren. Auch wer kein eigenes Dach hat kann so die Energiewende unterstützen und profitieren“ sagte Baerbock.  Balkonkraftwerke produzieren zu relativ niedrigen Kosten (ab 400 Euro bis ca. 1.200 Euro) Solarstrom, der direkt verbraucht werden kann. Auch in der Frage der Stecker zeichnet sich eine Lösung ab. Braucht man bisher einen Spezialstecker („Wieland-Stecker“) soll zukünftig ein einfacher Schuko-Stecker ausreichen. Derzeit entwickelt ein Arbeitskreis der Deutschen Kommission Elektrotechnik (DKE) eine eigene Produktnorm für Steckersolargeräte. Diese soll ab Ende 2023 anwendbar sein, berichtete Baerbock.

Balkonkraftwerke sind auch bei der ProPotsdam ein großes Thema. Das kommunale Wohnungsunternehmen der Landeshauptstadt bietet seit Januar Mietervereinbarungen für die Errichtung von Balkonkraftwerken in ihren Wohnungen an.  Bei einem Gespräch in der Zentrale der ProPotsdam im Norden der Stadt erörtern Baerbock, Schäffer und Walter den Stand der Energiewende zusammen mit ProPotsdam Geschäftsführer Jörn-Michael Westphal und dem Technischen Geschäftsführer Energie und Wasser Potsdam GmbH (EWP) Eckard Veil. „Durch Energieeffizienzmaßnahmen konnte der CO2-Ausstoß seit 1990 im Gebäudebestand der ProPotsdam um über 80% gesenkt werden“, berichtete Westphal.

Die Energie und Wasser Potsdam GmbH (EWP) will die Treibhausgasemissionen um mehr als 95 % reduzieren. „Um dieses Ziel zu erreichen, leiten wir eine grüne Wärmewende in unserer Region ein“, berichtete Eckard Veil, Geschäftsführer der EWP, bevor die Gruppe den Bohrplatz in der Teltower Vorstadt besichtigte. Dort soll schon ab dem nächsten Jahr klimafreundliche Erdwärme durch Tiefengeothermie genutzt werden.

Im Rahmen der nachhaltigen Quartiersentwicklung entsteht derzeit in der Heinrich-Mann-Allee sozialer Wohnungsneubau durch die ProPotsdam. Die energieeffizienten Wohnungen sollen mit grüner Wärme versorgt werden. An dem großen Projekt zur Nutzung von der Erdwärme aus der Tiefe arbeitet die EWP daher mit Hochdruck. Damit soll das neues Stadtquartier umweltfreundlich beheizt und der erste Schritt in Richtung grüne Wärme in der Stadt gegangen werden.

Die Geologen sind „positiv optimistisch“, dass sie bereits in wenigen Wochen konkrete Aussagen zur Wärmemenge machen können. Einen Superlativ hat die EWP schon heute inne. „Eine Tiefenbohrung in dieser Größenordnung inmitten einer Stadt mit Wohnbebauung ist in Deutschland einmalig“, verkündete Veil auf dem Bohrplatz am ehemaligen Tram-Depot in der Heinrich-Mann-Allee. Wenn alles so laufe wie erwartet, könne die Wärmemenge für die Grundlast der ganzen Stadt ausreichen, sagte Veil. Das gelte unter der Bedingung, dass die geplanten acht Geothermieanlagen in Potsdam alle erfolgreich sind.

„Hier in Potsdam wird deutlich, wie man mit einer großen Kraftanstrengung zusammen mit dem kommunalen Versorger und dem sozialen Wohnungsbau die grüne Wärmewende voranbringt. Das kann Modellcharakter für Deutschland haben“, sagt Baerbock.

„Wir bemerken großen Zuspruch in der Stadt zu den Geothermie-Vorhaben“, stellte Andreas Walter fest. Auch weil durch die Geothermie-Vorhaben die Preise für die Fernwärme stabil bleiben: „Einmal installiert – sind die Kosten für die nächsten Jahrzehnte abschätzbar“.

„Auch um hier in Brandenburg von russischem Gas unabhängig zu werden, müssen wir die Energiewende beschleunigen.  Das erfordern sowohl die steigenden Energiepreise als auch die fortschreitende Klimakrise. Statt in der fossilen Vergangenheit zu verharren, müssen wir jetzt in ganz Brandenburg eine erneuerbare Zukunft investieren“, sagte die Potsdamer Landtagsabgeordnete Marie Schäffer: „Das Geothermie-Projekt in Potsdam wird Vorbildwirkung für ganz Brandenburg haben“, da ist sich die Landespolitikerin sicher.

Die Anstrengungen zur Energiewende in Potsdam werden auch außerhalb Potsdams bemerkt, sagt Andreas Walter. Der Vorsitzende des Klima- Und Umweltausschusses der Stadt Potsdam weist darauf hin, dass laut einem Solar-Städte-Ranking die Anzahl der Solaranlagen in der Landeshauptstadt schneller als im Bundesdurchschnitt wachse. Demnach wurden in Potsdam im vergangenen Jahr 255 Solaranlagen neu installiert. Damit stieg die Anzahl aller Photovoltaikanlagen in der Stadt auf 1080. Das ist ein Zuwachs um 31 Prozent gegenüber 2021. Im bundesweiten Durchschnitt wuchs die Menge der Solaranlagen um 16 Prozent, so Walter.

Die Bündnisgrünen in Potsdam wollen weiter Druck machen: „Laut Masterplan für Potsdam sollen bis zum Jahr 2050 95% der CO2-Emissionen und 50% des Endenergieverbrauchs vom Stand 1990 einzusparen sein“, sagte Andreas Walter: „Die dafür nötigen Kernstrategien wurden allerdings 2017 von der Stadtverordnetenversammlung beschlossen. Diese Zielvorgaben bedürfen der nochmaligen Prüfung, da sie nicht mehr der augenblicklichen Gesetzeslage entsprechen“, sagt Walter und verweist auf die Vorgaben des Bundesklimaschutzgesetzes.  Unter Führung des Bündnisgrünen Umwelt- Klimaschutzministeriums wird aktuell in Brandenburg ein Klimaplan erstellt, der eine Klimaneutralität für 2045 vorsieht.

Die Bündnisgrünen sehen aber positive Entwicklungen: „Endlich hat auch die langjährig regierende SPD die Zeichen der Zeit in der Stadt erkannt und blockiert nicht mehr die Energiewende. Hätte man früher auf uns Bündnisgrüne gehört, könnten wir heute schon weiter sein. Wir werden weiterhin in der Stadt der Antreiber sein“, kündigt Walter an.

Nach Ansicht der Bündnisgrünen ist noch viel mehr möglich: Bereits am 14. August 2019 erklärte die Landeshauptstadt den Klimanotstand mit weitreichenden Handlungsoptionen, so Walter. Dadurch könne man unter anderem die Festsetzung von Klimaschutzzielen in B-Plänen, treibhausgasneutrale Energieversorgung von Neubauten, mehr Energiemanagement für städtische Gebäude oder die Stärkung des Baum- und Grünschutzes vorantreiben.
